Allowances - payment protection period

Can anyone give a definite answer to my question?
Following executive action my office lost their CSS machines. The css operators were informed that their allowances (night shift allowance and TPM allowance) would be pay protected for 3 years. However, instead of being immediately redeployed back onto deliveries as was the plan, they have been kept on nights due to the current situation regarding Coronavirus. As no-one knows how long this will last, they could be kept on nights (doing the same hours they were doing before the EA) for an indeterminate period. What would be the start date of the payment protection? The date the CSS operation stopped, or the date they finally stop working nights? IE, if they don’t change their attendance times for, say 6 months, do they lose 6 months of payment protection or does it start when they finally change back onto deliveries?

The 3 year protection for the night shift allowance will start when they stop doing the night shift hours but i would imagine the TPM allowance protection would kick in from the moment the machines were removed or they stopped performing the task.

How far away is the local MC? if it's close enough is it possible they could get transferred to the local MC?
