Would someone been offered VR who is top of senority list for the newly joined office , (but around 20th in full list , the duty been removed is from new office ) been offered VR be classed as executive action and can this be challenged, sorry if not very clear.

It depends whether the budgets of the two offices have merged. There are two different scenarios for D. That's interesting Woody.
As the seperate Delivery offices dealt with seperate Post Code Areas we were just going to be "Sharing" the building. Your point is intersting in that a lot of the "Old & Bold" in my DO were a bit worried that they might get overtaken in the Seniority List, and lose their Cushy Duties in a Re-Sign
Hopefully, IF it does happen now we'll try and keep the two DOs seperate.
