One of my colleagues needs to move to another part of the country for family reasons and has requested a transfer to the local DO there.

That DO has a confirmed vacancy, but the DOM after consulting his Ops Manager has offered to take my colleague on loan, but not a transfer. I don't think that is fair to my DO.

Does anyone have any experience with a case like this?

Is the vacancy advertised on success factors?
If it is then your colleague can apply officially and it is all done through HR.

Ive been told that the job hasn't been advertised yet, but I haven't confirmed that myself.

It might be a good idea to contact HR and see what they say.

It does sound like the DOM thinks this is all happening in a fictitious transfer window.
