and how can you leave your membership hanging yet again all over the country with side issues from all different areas and management

There is a national agreement, we checked, and it is for DELIVERY only, not for prepping (boxing in whatever). Prepping of election material is not paid separately, it is part of the daily workload. If that will take you over your time, use the 'Overunning Procedure'. Union advice.

The payment is for prepping and delivering. If someone preps yours it doesn't matter, you claim.

Does the guy prepping it also get paid?

The bottom line is whoever is delivering it should prep the election material. If you want to come in early to do that it's up to you, if you want to work late it's up to you. Whichever way you do it doesn't matter. The important point is that it is the person delivering it who has to prep it.

Any manager forcing staff to prep election material they aren't delivering and being paid for should be challenged by the rep. It is not part of the daily workload and should not be resourced as such.

There are a few offices i know that if you prep but don't deliver the Election material
you get half and the person delivering gets the other half. Actually not a bad compromise.
Or if you have prepped a duty with election material and for some reason get moved to
another duty, you get half and the new person on your duty gets the other half.
That actually sounds fair to me.

You can't book extended overtime that's solely caused by prepping and/or delivering election material.

If in your honest opinion the extended delivery is caused by other factors you can.
They will fight you.
