Anyone else been told they have to wear their HiViz vest over the top of their HiViz waterproof Storm jacket??

Nope. No one wears them except crusty road protestors, ravers and navvies. As if wearing a uniform that makes you look like a sack of s**t tied in the middle could be improved by accessorising with a dayglo look-the-f**k-at-me tabard.
RM Noddy cars nationwide all have a multicoloured hiviz mountain mouldering in a corner.

i tied mine to front of hct to avoid twatting the public on blind corners whilst on the walk. it flaps like a bastaad when walking down the roadsides - facing oncoming traffic - or in a cycle lane one way system. i lock it on with me padlock so i can't be accused of encouraging it's theft etc etc blah blah...dunno who would nick one? - a disaffected anti-capitalist looking for better terms and conditions for their fellow martyrs, for example??? come the revolution mate, that hiviz will be de rigeuer , as opg's will be seen as the originating groundswell of a working class backlash.
I think I will wear it with honour on the picket line, thus causing maximum visability for the disaffected voting public to see OUR plight. :crazy:

I think that if you check the labels inside both your Hi-Viz Tabbard & Storm Coat, you'll find the Storm Coat has a Higher H&S rating than the tabbard anyway. :crazy:

But that's beside the point your DOM gets the "Dickhead of the Week Award". :nana I really feel there is a campaign in progress to wind up the staff, judging from the ammount of stupid comments that are being made by Managers lately. Either that or their Common Sense has suddenly taken a Big Drop ..... I wonder how the Decent DOMs must feel when they hear how their Colleagues are running their DOs? :cuppa
