How long do you have to hold a duty before changing?

Is there a time limit on how long you can hold a duty before leaving it and moving to another one.

A person wants to come off his new duty 3 months after going on to another one.

Is there a rule about this and if so which is it?

What I dont understand is why this even exists in any agreement when it contradicts what managers say about 'no one holds a duty - its up to them at the end of the day who does what
If you tolerate this, then your paid break will be next
