Steaming

Id be interested in some advice from the union reps of this forum.

The other day we were told to stream mail. We had a bulk load of council letters in with our mech. Thrown off into the frame. They weren't for every house but allot. We were then asked to lapse as well. How can we be streaming mail and lapsing. Surly we are either too busy hence the streaming or quiet hence the lapsing. How can it be both!?

Should we ever stream mail? Whats the "law" on this?

I asked our union rep and he basically just shrugged his shoulders.

I would contact your area rep and tell him/her if your office rep doesn't seem interested , and no streaming isn't allowed and I bet his manager doesn't know hes doing it and your rep should be stopping this , the dim can stand mail down before ips if it is busy but once it is in your frame its classed as live mail and should be delivered , I think you need to contact your branch or area rep .

Thanks for you reply. I think I will contact our area rep then. It's a shame really as our union rep has been very good in the past but I get the feeling that his hearts not really in it anymore.

It probably enables at least some of every walk to be delivered rather than one or more walks to not be delivered at all.

Almost definitely but then the mail being left isn't being accounted for. It's not being reported as a failure. Is it not surely wilful delay of mail?

It's probably Electoral Register letters that formed the bulk posting. I would imagine that the machines record the number of items sorted/sequenced to each walk

We regularly still stream any bulk mailings, especially anything from the council, usually given 3 days to deliver them.

Our DOM is very keen on doing everything by the book, I'm sure he wouldn't be doing it if he thought he could get in trouble for it.

Dear Colleagues,

During the recent ADR briefings the subject of ‘Streaming or Skimming’ of mail was raised by a number of reps and subsequently raised by me at the NDG. Royal Mail’s response was that they were unaware of it and it was only anecdotal, they needed firmer ‘evidence’. Therefore could reps please supply the dept via email with any instances where this has occurred or is occurring, naming the office and the manager of the office and how frequently this has occurred, and how the streaming actually occurs. In some cases the decision of what not to deliver has been left to OPGs which in itself is unacceptable. In other instances it forms part of absorption/lapsing where an OPG is taken off a delivery to allow others to absorb the delivery by only delivering the 1c and leaving everything else in the frame.

Your urgent attention and response to this request would be greatly appreciated.
