Manager refusing to accept payment for days owed to members is this correct
Says we cannot get cash alternative for owed leave and is refusing to payout

Getting paid instead of taking holidays
The only time someone can get paid in place of taking statutory leave (known as ‘payment in lieu’) is when they leave their job. Employers must pay for untaken statutory leave, even if the worker is dismissed for gross misconduct.

If an employer offers more than 5.6 weeks’ annual leave, they can agree separate arrangements for the extra leave.
Statutory leave can include bank holidays, but someone with basic entitlement won't have a lot of non-statutory leave left when its taken into account.

The next step I guess is asking for days and putting in grievances when they get refused, or if the statutory amount isn't being granted proceeding to a tribunal could be an option.

odd days accumulated ARE statutory leave days,
there was an LTB earlier supposedly to help rectify the owed excess, pretty sure the deadline was this week, not a single person in our D/O knows anything about it

Apologies if im being stupid but whats an LTB ? Our office passes on no information and this holiday issue is out of control in my office.

LTB = letter to branches. The CWU issue these to inform branches and members about changes to agreements or anything else they think is relevant. You can see the LTBs at https://www.cwu.org/my-union/ but you'll need to sign up for the CWU website if you haven't already done so

The Way Forward agreement is almost 20 years old and clearly states that annual leave cannot be converted into a cash payment whether its part of your statutory leave or not.

You can carry over up to five days leave into the next year if that is of use to you.

According to the policy on holiday entitlement it does appear there is scope to take more than five days over.

"• You can carry a maximum of five days over into the next holiday year. If you want to carry over more than five days, you will need to speak to your manager"

A company can tell you when to take your leave but cannot prevent you taking it in the annual leave year. If your manager cannot give you leave for whatever reason then you can carry the whole year over if you wish. They CANNOT rob you of any leave. If you've got ten days left at the end of the year because they could't find cover to let you have leave then you carry ten days forward. A couple of our staff carried 20 days over this year. Some of that was carried over from the previous year.

The company even asked the DOMs at the start of last year how much leave was to be carried forward and honoured that in the carry over. There is also no way to reconcile that lost leave in PSP other than putting you down for leave but not telling you.
Trust me they can hide it or transfer it I know I was robbed in the past by deceitful management for days owed never again keep records helps don't trust management!

Is there not an instance where you can be paid for Bank Holidays that fall on rest days or during annual leave instead of carrying them over?

We get the choice at my DO. The bookroom bloke comes round and you sign whether you want the leave or the money, people choosing the money get it the following week.
