Do DOM's have any control on how much mail/parcels arrive at offices?

They get told what the forecast is :left: and then its up to them to manage it.

who controls the inward volume of mail? what stops a DO getting swamped on a Tuesday or a Thursday (example)

If it’s due for delivery then it gets sent. If it’s a planned bulk drop then the Dom should get advance notice
