hypothetical redundancy question

If 1 in 6 rounds were merged ( due to the parcel thing) and a smaller office was merged with a larger one and three people had to take redundancy would it be three people from the smaller office or three from the larger office its merged into?

I would think the 3 most senior people from the office that is moved who want VR will get it.
