Denying Full time

I myself am already full time however today a load of vacancies went up on the wall and collection staff have been told they can't apply as positions are for delivery staff only. Apparently all agreed with the union. How can they do that? Aren't all internal vacancies open to everyone?

Everything opened to everyone unless they’ve signed for another duty within last 12 months
