We have a similar problem in my office, blokes in early doing half the IPS on OT (the indoor work that allegedly doesn't exist anymore)
So the IPS is finished earlier, we get out on delivery earlier and we lapse most days. Absolute joke.
The blokes doing the OT need shot with s**t.

Twice in past couple of weeks ive witnessed a manager prepping a lapsed job for over an hour and a half in the morning. Questioned DOM about it and he agreed it was wrong but did nothing about it.

This is an interesting point, as we have the manager on our section regularly prepping one or even 2 walks and we have to lapse every day.

the answer to lapsing is, IF you have time within your duty time to lapse, then you lapse, but managers can not use one second of O/T anywhere else in the office to facilitate this, no bringing in people to sort mail, walks etc etc!!!

Why is the union FAILING in so many areas these days. Or do they know/ think it's basically over and all getting ready with the life rafts...?

Imagine this scenario:
An office is 4 walks down due to sickness. There is no appetite to cover them on overtime.
So the DOM brings in people to advance the IPS so people can be out earlier and thus have the capacity to absorb the 4 uncovered walks.
The DOM is therefore protecting the USO.
Or would you rather the walks all failed to prove a point?

Or:
The traffic is below model week and there is a lapsing plan in place that everyone is happy with.
Then 2 full timers go sick. They are not expected back for a week.
Do you pay 2 part timers overtime to replace the 2 on sick and keep the lapsing plan in place?
Or do you first of all lapse the 2 x 13 hours indoors and deprive the part time staff of any overtime pay?

We lapse every dqy, some days it’s double lapsing and they’re talking of triple lapsing for the summer.
Only December is it a normal working month of just your walk, but then we get battered with paecels!
OT for IPS is given out 3 days a week at least. Today we had a whole walk out on overtime to 4 blokes and still lapsed

That is what the IR framework is for.
