For those paying for extra annual leave, will this payment go down as we won't need as many hrs anual leave once we go on a 38 hr week.

Probably not as it is based on a percentage it may even go up slightly depends up on lots of variables.

Over and above the outlined standard entitlement, employees with less than 20 years’ service will have the chance to increase their holiday entitlement to (or towards) six weeks per year, by foregoing an element of basic pay – known as the Leave Purchase Option.
For each whole week of additional leave purchased, basic pay will be adjusted by 2% per week regardless of the length of the working week; purchases of half a week’s leave will cost 1% of basic pay. Obviously, once the higher level of leave becomes an entitlement through service, or if the employee opts to return to their standard entitlements, pay is then restored to its maximum.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

Thanks for digging that out. So royal mail win again. Wouldn't have expected any less. So for our annual leave, they mess around with hrs and minutes ( sorry, you can't have a full six weeks off as the weeks you've picked add up to more than the amount of hrs leave you have, you're 21 mins short so can only have five weeks 4 days) ,just as an example. But when we're paying to fund it, they revert to days and weeks annual leave.

Ours were till this yr. It's a complicated nightmare now.
