Definition of part-time hours
A part-time worker is someone who works fewer hours than a full-time worker.
As stated in the managers briefing pack;
“From October 2018, new full-time colleagues will be recruited on a 35-hour week”.

I am awaiting a definitive answer if “new” means ‘new starters’ & includes “existing” colleagues. Notwithstanding that response - is the wording “full-time colleagues will be recruited on a 35-hour week” not a contradiction in terms when currently 39/38 hours is full-time hours.

Q&A – managers briefing pack states;

20. If new recruits start on 35 hours, doesn’t that mean they’re paid more per hour than existing colleagues?
No, new colleagues will be paid the same hourly basic pay rate as existing colleagues.

Surely this statement recognises they are part-time.

Not really. It simply recognises that they currently work less hours than a current full timer.
Some people work 35 hours/week and that is their full time hours. They don't get paid a meal relief.
Other full time staff currently work 39 hours with 40 minutes paid meal relief/day. This equates to something like 35 hours/week but would depend on whether they are on a 5 day week or a 4 day week or a 9 day fortnight.

I'm not sure why you need a hard and fast definition. It doesn't exist.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

When part-time colleagues were asked at our RDC if they wanted to go full time back in April & again in July this year. Full time hours then were 39.
Now they have been told hours will increase to 35 at the end of October. Why the delay!!

By coincidence this was posted simultaneously on this subject, which reflects the confusion.

Duty on Board Advertised at FT
Postby newrepontheblock » Mon Sep 24, 2018 3:08 pm

If I sign for a duty on the board that is advertised as FT but I'm on a 35 hr contract, should my contract then be adjusted to 38hrs?

I'm a bit concerned about this passage in the Four pillars agreement:

New full time employees from October 2018, recruited either from existing employees or new recruits in the core
OPG grade, will be on a 35 hour week at the current hourly basic pay rate with pro-rata allowances aligned to the
current full-time conditioned hours. Additional hours performed through overtime or scheduled attendance for
those employees on this new contract will be paid at single rate overtime until the total hours worked align to that
of our current full time contracted employees. This will be adjusted as we progress through the SWW flightpath.

Postscript.
2 years ago several employees were employed on 35 hour Part-Time contracts.
In October they are due to receive permanent contracts - working the same amount of hours - It will be interesting to see if the contract states your employment with Royal Mail is a full time occupation as opposed to part-time.
Although Pay & holiday entitlement will still be pro-rata

This will be an interesting battle. From now on, any PT staff being made up or new recruits starting on FT contract will be made up to 35 hour contracts.

They will be defined as FT, but paid less than the rest of the FT staff in office (obviously they will work 4 hours less contracted per week), but it will affect their ability to pick certain duties etc because they are defined as PT.

I am currently a 35 hour contract, defined as PT. When our next resign happens, I am going to be defined as FT and be nearer to the bottom of the FT seniority list than I would be on the PT list. It will make for an interesting discussion. How can I be FT when I am not on FT hours?
