Days off and outstanding leave

Here is the problem i have 9 days holiday outstanding put in for 2 days off..Was refused but was allowed to take the 2 days off unpaid is this allowed with me having 9 days to take...

Are they offering you alternative dates for the outstanding leave?
Though yes is probably the simple answer to your question.

If they are offering you the same days as unpaid, they are trying to keep within their budget.

If they can cover the days their should not be a problem with giving you them as leave days get your rep involved.

It is usually operational needs but it seems in your case it is budget needs.

You have requested a specific 2 days off which is being allowed on an unpaid basis so the refusal is not connected to operational needs or short staffed then put your ad hoc days in writing giving the 14 days notice.
