is it entirely up to oh assist that you get I'll health retirement or do Royal Mail make the final decision ?

Royal Mail makes the decision, OH Assist are only advisors to Royal Mail.

OH assist is one avenue of reference that RM would refer to. Others would be hospital specialist reports and GP reports. HR would also be involved at some stage but the final decision would rest with your office if it was found to be dependant on the medical condition and the prognosis that you were unable to undertake any of the duties that RM required of you would endorse IHR.
