If you can't complete walk and management pays out overtime for it....
Is there supposed to be a form that management are supposed to fill out so higher management no that the walk has failed .

But it looks like your walk has never failed cause no forms ever filled out etc
So the problem will never get fixed .

No there is no form. However now with the PDA actual see are all hoping the larger walks will be made smaller with extra work given to runners

Previously at our office if you could not complete your delivery they used to negotiate what could be left behind before you left but now you have to take it all out including lapsing even if you know it can't be delivered and they then declare a clear office and don't care how much you bring back. Any cut off just sits there and gets put back in the frame the next day, no attempt to clear it on O/T.

I cant see larger walks being made smaller,the posties on those jobs will just be told they are too slow,not up to the job etc etc I saw it all before and cant see it changing,however unfair it is.

No, because if they pay overtime the walk hasn't failed, and as far as I know they have to justify the OT as well.

So they will just probly put the OT down to sick leave so nothing flags up then .....

Nothing flags up - probably.

Using sick leave to hide it. No sick leave has to be reported.

All full failures and part failures have to be reported - its the law, failure to do so is a breach of the USO and managers trying to hide it run the risk of not only dismissal but prosecution as well. Doesn't mean it does not happen, but its a huge risk for anyone.

Because they are paid to work 8 hours per day and if they finish with 2-3 hours early, they can go home or do other stuff and being paid for that.
Or they can come back to the office early and do parts of other walk as Overtime and get double paid for the same amount of time... That`s called ghost overtime

Oh okay I see why they would do it. Not sure I will make it into that club as we only just get done as it is. I know I will probably get quicker, well I hope I will.

Because its great fun,and however fast or slow you may be,at least you feel like you have achieved something,and you will make lots of new friends,and its not expensive. When you do well in a race,whether its a PB or you are good enough to be placed,you cannot beat that feeling,whereas the runners at work are just running into their bosses hands.
