The year after you reach 20 years.

The entitlements are pro rata for part years that means if your 20th anniversary is halfway through the year you are only entitled to half the extra leave from 15 years to 20 years, to the POAL will be pro-rata for the other half.

You only pay nothing when you get full 6 weeks leave at the start of the leave year.
