times for prepping roads

had a brief exchange of views with dom this morning
what they are doing is using a prep rate of 32 items per minute with mech mail when throwing in duties
they then use the 32 per minute with the actual mail volume in trays to determine how long it takes to prep duties
ie 600 items will take you 18min to throw in
then multiply in another 3-4 duties all timed at same rate of 32 items per min
dom says this is agreed with cwu
is this correct at all
i was under the impression 32 items was only to be used for 1min test and not rolled into timings of complete performance
also times dont differ even if prepping into frames complete with loads of d2d already in them
would appreciate some official feedback

32 letters into your frame a minute? Don’t make me laugh. Ask your DOM to do it he will fail. Impossible to do and especially keep up for 600 items

It's not really if it's the sequenced mail. I prep 4 trays in 30 minutes in 2 duties on average. If there's about 250 letters per tray that's 33 a minute

"mins per tray" can be misleading, i can get on 1 duty they're packed so tight it's hard to get mail out and other duty last tray only half full,
they should have a sheet with how many letters are in each box

There was an issue in my office recently regarding this very problem. A few posties were questioned on their prep rate on mech because they were leaving behind loops due to it being busy. Manager said figures show duties should be fully prepped in X amount of time, giving posties ample time to tie down and not leave any loops. Over the next few days the manager counted their wave 2 sequenced and manual, and calculated how long it should take to sort, basing it on 'union agreed' rates of 20 items per minute.
