Supplementing the IPS and lapsing

According to my DOM he thinks it’s fine to bring in a few sorters early on OT and supplement the IPS. He still lapses despite this, when I challenged him he said speak to your area rep because he said it’s ok as long as you don’t go over your time. We also lapse to cover sickness.

I thought you couldn’t do this?

Can anybody point me to where in agreements the IPS can be supplemented to support lapsing and also to cover sickness. When I say sickness it’s not long term but if someone phoned in sick we then lapse that job instead of it going on docket.

We always do it. Lapsing shouldn't be done to cover bad management but if you regularly have 5% off sick then I don't think there are rules against planning lapsing against it. However, lapsing an extra walk just because the person phoned in sick shouldn't be done - it should be planned in advance, preferably with each postie taking the same regular lapsing.

We used to have 2 people supplementing the IPS so we could lapse 1 duty.
I raised it with the Area Rep who agreed it was wrong and that managers had been sacked for doing it.
The next day we had 3 supplementing the IPS and lapsed 2 duties.

Moral of the story............

if he needs extra people in to sort the IPS, he does not have the time to lapse!!! lapsing can only work, IF YOU HAVE TIME WITHIN YOUR DAY, by bringing in people on o/t, he is telling you, there is not enough time to lapse....simples!!!

You can’t argue lapsing shouldn’t happen if your DOM is getting people in early for IPS.
You’re there to do as instructed and it doesn’t matter what you think about it.

It's logical really isn't it. You get posties to come in and do IPS on overtime if there is not enough duty time for posties to complete. We do that in our office because our duties are so long. But if posties are generally returning before end of duty time you don't need early IPS. To do so makes no sense.

If it's happening on a regular basis it should be dealt with at the weekly resource meeting by the rep. If you're consistently over resourcing indoor to provide extra outdoor time to enable lapsing you're really just extending the delivery spans which if it needs to should be done inside the revision process.

Happened in my office and we made sure nobody signed for the early ips , soon put a stop to the extra lapsing .

my office too, everyday for over 3 years now, CWU do nothing after all indoor work is decreasing (allegedly)

3 people are paid 2h 30 each to come in and supplement the IPS. Cost 7h 30.
This allows us to lapse 2 duties at 3h 45 each delivery span. Total saving 7h 30.

Total net savings equal zero.

However the early starters have a special deal where they get paid 2h 30 (some get SA) but only do 2 hours work.
Total ghost overtime/day is 1h 30.

While these issues should be brought up at the weekly resourcing meeting, the meetings don't take place as there is insufficient time to allow the rep release time.

So if we had no lapsing everyone would be happier and royal mail would not really be losing . management would have less to do paperwork drawing up plans. would not be surprised if lapsing walks had most complaints for tracked and 2d . So targets could improve.
