Technically if free to redirect any letter as long as it’s not been opened

Well I don't think you're right...

15.7 Forwarding – unofficial redirections – We are not under any obligation to do anything with an item that someone requests to be forwarded to another address other than the return to sender address on the cover. We consider these unpaid for, forwarding requests to be a form of unofficial redirections request. Typically in this situation the original address is crossed out and a written request (e.g. “please forward to”) is made on the cover to forward the item to another address. This is normally attempted in order to try to get the item to the addressee who has moved to another address. In these situations the person moving should take out a Redirection service with us or provide pre-paid stationery. If we find an item that someone has requested be forwarded to another address then the item may be dealt with or disposed of at our discretion.

Items for individuals are typically allowed, perhaps not officially but out of good will of the company. Unlike an unofficial business redirection, have seen pleanty of those slapped with a surcharge by revenue protection

Businesses - shouldn't be forwarded on they should be "killed off". (1.2)

Any that have been opened should be passed to Revenue Protection (also 1.2)

Forwarding a letter

1. If a recipient of an item (except a Business Reply, Freepost, Special Delivery or Recorded letter) attempts to forward it from its original address to another address in the United Kingdom, the Channel Islands or the Isle of Man by writing or printing the new address on the cover or envelope of the item and re-posting that item the following will apply provided that the item is being forwarded to the original addressee:

1.1 Except in the circumstances set out in 1.2 below, we will not charge extra postage or fees for forwarding an item that has been re-posted in accordance with 1 above.

1.2 We will charge extra postage and a may charge a handling fee for forwarding an item if it has been opened before being re-posted, or the name of the original addressee is covered or obscured, or it is forwarded by a business or a person acting on behalf of a business.

1.3 We may at our discretion deliver to the addressee or return to the sender a letter which has been forwarded and which was originally sent using our Special Delivery or Recorded Signed For services. In either case we will charge the addressee or sender extra postage and/or a handling fee.

1.4 In any case where we consider that an item has been forwarded to evade payment of postage we may treat it as an unpaid letter in accordance with the requirements of the Scheme or contract under which is was sent.

1.5 We can be required under the Social Security Administration Act 1992 and the Social Security Administration (Northern Ireland) Act 1992 (‘the Acts’) not to deliver items of Social Security Post which have been forwarded or redirected to a new address, but to return them to the Sender. We are required under those Acts to provide information about the redirection of Social Security Post to persons
specified in the Acts.

1.6 The charges and fees for forwarding a letter will be at our standard rates at the time.

Redirecting is never free.

If on the official redirection it states include all various names entire family move them do the hole place

As far as I remember it's always been the case if someone writes new address on front of unopened envelope and re-posts it we deliver the item for free (except a Business Reply, Freepost, Special Delivery or Recorded letter)

I was having a debate with my B/R p.o box person about this,They were saying that any letters that come like that should be surcharged,I said it's always been free as far as i was aware.

Give them to locker staff to surcharge. £1.50 per letter or so, they soon stop sending them

So we ARE meant to forward them if they are in sealed envolopes?

I used to knock them down as gone away till a lino told me we have to deliver them if they come through the system. Disapointed to learn he was right, to be honest :chuckle
