can the office vote and refuse a table top revision. the last one we had was a stitch up. no office resign was allowed.

You can vote to reject the revision and then the Union go into "disagreement" with Royal Mail. Then it either gets sorted out with some sort of agreement or RM bring it in with Executive Action. You and your colleagues then decide whether to strike or not.
When you vote to reject the revision, you will need to decide on a personal basis, and perhaps as a group, whether it's worth striking over as ultimately that's what it could come down to.

A total nightmare for the staff unless there is a resign/repick. Because RM insist on a policy of avoiding making up people's contracts to the hours they work, they can use it a punishment tool if no repick is allowed. You've got to insist on one as a group, it could actually cost some members of staff in the current climate a shed load of money as duties are rationalised with no worker choice involved. Favourites do really well, those who work to their time get a kicking.
