The last 3 days we have not been on delivery because f the bad weather, 1of those days was my day off,which was Thursday,then on Friday morning Dom phoned up and said to stay at home because there is no mail in our office and it’s too dangerous to go out then went on Saturday and just did d2ds and other jobs in office and as no mail told to go home but Dom says we will have to take days leave for Friday! He phoned me up and told me not to,come in and also most people just couldn’t get in anyway as so bad, is he right I mean he told me not to come in and I didn’t want holiday that day! Surely they should pay us when it’s no fault of our own?

Ok so your manager didn’t tell you everything shock horror.
If you make it to your office and sign in they MUST pay you.
If you get there and sign in and get sent home they MUST pay you.
If you get there and sign and get sent home with the agreement between staff and management to make up the hours in the days after, they must pay you but you’re obliged to make up the hours.
If you get there and sent home with the the agreement between staff and management annual leave must be used then they will pay you annual leave.

Remember if they tell you to go home that’s fine. If they tell you to go home but you gotta make up the hours or use anyway leave you’re more than welcome to stay in the office until your finish time so you won’t be obliged to make up the hours or lose any holiday. Chances are management will get annoyed at your presence and send you home any way.

When the adverse weather caused by this Beast from the East improves there will be opportunities due to the backlog to repay the lost time that meets with your convenience without having to encroach into your annual leave.

As I understand it, RM's policy is for three options if you cannot make it in to work due to weather.

1. Take it as A/L
2. Section C? Unpaid Leave
3. Make the time up

You have the choice of either these options and not what the manager says.

Now as for manager ringing you up and saying not to come in. Well, that's not RM policy and the manager should never had said that. The choice of whether you come in is down to you and that is a decision you make yourself. Now because the manager broke RM's own rule, he should pay you because you may have been able to come it and sign on but you didn't because of his phone call. So you're going to have to prove he did ring you as he will not be willing to say he did. Have you caller ID on your mobile which shows they phoned you or a itemized bill with the number he rang you on. If they fail to pay you, put in a stage one and take it further. I am sure there will be many more to support what he did and all will get paid.

Thanks for advice will have to speak to our rep who is on holiday!

The DOM called you and said no work stay at home. This seems a classic description of a "Lay off"

If an Employer has to temporarily close their business premises at short notice and there is no work available for its employees as a result this is called a period of lay-off. During a lay-off you are entitled to receive normal pay

The other question is that you have made yourself available to fulfill your contract with the company. The company representative has made a phone call to you stating that the company is unable to provide you with any work for that day and therefore has recommended that you do not attend work. The company is therefore unable to fulfill its contract with you and is therefore legally liable to pay your contracted wages for the period in question.
Now if you consider that your employer is a company that you have great respect for ( :nana ) and you would like to repay their respect that they have for you ( :nana ) then you may wish to make a bi-lateral agreement with their representative to the effect that you make up the time or take the time off in lieu of holiday.
The choice is yours and not the company, where they have breached the contract of employment that they have with you.

I would say always try and get to your nearest DO if the snow is really bad. Its standard practice and by rights you should get paid as usual and there shouldn't be all this bother. Its not your fault if there is bad weather.
