Mediators opinion - specific query.

I have just been reading past updates on the current pay talks to get some kind of idea as to what changes could be on the horizon. One of the options or ideas listed included getting rid of sorting frames from delivery offices. The idea being that all the mail would arrive fully sorted & sequenced from the MC and be loaded straight into the vans to be delivered. The mediator allegedly gave an opinion on this idea but I can't find any specifics.

So does anyone know or have a link to the mediators opinion on getting rid of DO sorting frames ???

34. In addition to the delivery trial of AHDC addressed above the employer is proposing to conduct trials on a new labour model to reduce the number of walks when traffic is light and on methods to avoid what was described by the Employer as ‘prepping already prepped mail’ and to conduct trials. These are considered in turn.

There will be trials on a range of issues including this and it will be subject to further negotiations and a new Delivery Agreement sometime in 2020.

Royal Mail is seeking to improve efficiency by avoiding the manual sortation of mail that has already been sequenced or, put another way, ‘the prepping of already prepped mail’. How this can be achieved was a source of difference between the parties. There was considerable discussion between the parties about the methods used to address this in mail delivery services in a number of other countries, which included a specially designed vest with pockets for different mail bundles to be worn by the OPG, but there were differences between the parties about what was appropriate within Royal Mail. It was noted that the outcomes of a trial already undertaken at Walsall needed to be known and shared so this could input into the design of future trials. It was proposed by Royal Mail that both the Employer and the Union should each contribute 2 to 3 ideas for consideration in the planning of these delivery methods trials to take place in the first few months of next year. It was agreed that these would need to be undertaken in 2/3 delivery offices to include both urban and rural areas.

Summary position

40. It was agreed, in principle, that the trials on AHDC and delivery methods should
take place but that discussions would take need to place on the scale, nature
and outputs of such trials.

41. It was agreed that prior to the proposed trial and any implementation of AHDC
there needed to be an agreed form of words that clarified that AHDC data
would not be used for disciplinary purposes.

42. It was agreed that the approach to resourcing at delivery offices and
Mailcentres needed to be addressed and that the Director for Delivery
Excellence and the National Officer concerned with Delivery should jointly
undertake a number of measures to address the issues raised at the earliest
opportunity. The joint actions being proposed are attached as Appendix 3.

Hmmm. Oh dear. Interesting and scary. Thank you for providing the link to the mediators detailed report. I now have 26 pages of text to read. If it isn't already in an announcement or 'sticky' I would suggest you place a link for the mediators detailed report somewhere very prominent. I for one didn't know it was available to read before now.

So it appears this idea is in the planning stages already and the trials begin for it in the first three months of 2018. Our DOM had mentioned the existence of this idea before in the latter half of 2017 but I didn't realise fully it might actually become a reality. One of my favourite sayings is that RM can always find a way to make our job more ****. Never a more truer words spoken.

The mediator's report is out of date now anyway. All it did do was form the basis for discussions between the 2 parties. If the CWU have vetoed any part of it then it hopefully won't be in the final agreement.
