A lad in my office has just been made to full time as hes covered a full time duty for 2 years. Iam senior to him and didnt get offered it. Sposingly this is correct. Just thought id check. As iam.happy for the guy and this is the way it should be?

No, the duty should have been open to anyone to apply for with the most senior person being successful in getting it.

What are there different rules regarding these situations surely if the lads worked the hours for yesrs he should get it before me. The duty isnt vacant but has serious health problems and nevrr on it hasnt been for a long period of time

There’s not different rules. If a duty is vacant for 6 months it goes up on the board. No one is made full time before it being offered to anyone else who is more senior

Unless the duty has an element of skilled work in it (bookroom ex PHG whatever) it should be allocated according to seniority.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

So what happened to in the aggrement done 4 yeard ago hours worked to be reviewed evrry 6 months and you would get those hours worked. Not based on senority. This seems to be a very blsck.and white area

By that person working full-time hours for six months and hours that will count. Proves there's a position for a full time job. But it won't necessarily be given to the person working the full time hours it will be offered to the most senior part timer.
