When a disagreement goes into the framework at the office what does this mean

If the DOM proposes something the office doesn't like then the rep can lodge a disagreement.
This gets bumped up to the Area Rep and his corresponding manager to try and resolve. (stage 2)
If they can't it goes to stage 3 = Div Rep and corresponding manager.
The there is the mediation thing or they introduce it by executive action and you ballot for industrial action (Rule 13)
That is how the IR framework is supposed to work.
The reality however.......
