The absence will trigger a review.
At the meeting you will (or your rep if they bother to accompany you) will be able to present your arguments.
The surgery is ultimately to the benefit of RM as you will be fit and healthy again.
Your manager will be under pressure to issue the stage and so what if he does?
It will be a far better use of your energy to concentrate on getting over the surgery than wasting your time "fighting" the stage.
It lasts for 6 months and then is cleared.
Try not to stress about little issues.

The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

You were absent in the period from 30/10 to 13/11 for which you received a stage 2 warning.
Since then you were again absent to enter hospital for a hernia repair which you had on 4/12 and been advised by manager that this absence will trigger a formal stage 1 review is this correct?

Concentrate on getting well. When the stage clears, take a week on the sick. Petty, but you'll get a kick out of it - Gotta take advantage of RM's paid sick leave while it's there.
