I agree with the sentiment, PTers should be rewarded for service. Unfortunately Royal Mail love a "Work Hungry" workforce and the easy way to ensure that is by having a lot of PT staff.

It's easier for an Employer if work drops off to have a large proportion of it's staff on PT contracts because then there's no need to make anyone redundant (with all the resulting costs). They just revert to their shorter hours, as work picks up then they just offer more overtime. Because our Overtime Rate is SHITE (and only paid after 30 hours) then it's a win win situation for Royal Mail.

Perhaps if everyone had to be paid Overtime after their contracted hours be it 20, 24, 32 AT A DECENT RATE then perhaps it would then suite Royal Mail to review more PT contracts.

It would be unlawful.
Someone on a 20hr contract working 19hrs OT would earn more than someone on a 39 hr contract.

Why? What is Overtime? Surely its working over the amount of Hours for which you are Salaried/ Contracted ?

It would then be to RMs financial advantage to simply pay a 39 hours FT contract. I'll take your word about the Legal Aspect, although I've never heard of anything like that before. I know this scenario is hardly likely to happen, but what I find even more surprising is the amount of Posties in my DO that work up to 17 hours OT a week for such a dire OT rate.

So someone who has been at Royal Mail 2 years should be made full time before someone who has 10 or 20 years in?

If you are being paid part time wages when off on holidays open up a Grievance and take them to a tribunal for FULL pay. Voluntary overtime should now be included in assessing holiday pay.
