Delivering to flats

I’ve had a colleague come to me after being “coached” in regards to delivering to flats.

The flats have a communal box on the outside of the property and a buzzer. The postperson rang the buzzer to deliver a registered parcel but refused to walk up the stairs. Their argument is they are to deliver to the first point of access (the communal box outside, there is a trade button that does work but none of the doors inside have letterboxes).
Also are they not insured to enter the property? If they were to trip and fall would they be covered.
Is there anything in writing?
I think I’ve seen similar topics but can’t find them.

In an instance like this I would have gone up the stairs so I knew I'd delivered to the correct flat, presume by registered you mean a special delivery item, just in case it was a dodgy neighbour who'd heard the buzzer.

The official guidelines are very clear.
As long as the flat has a number on the door, you are required to take it to them.
If it's on the fourth floor, tough luck.

But that's not the official guidelines. The delivery point is the delivery point. If their box is at the entrance downstairs then it makes no difference what they've got on their door upstairs.

You are supposed to take signature items to their door for delivery however if that means leaving a LWT with unsecured mail in a public place - no way!! Security of mail overrides that.

So no mention of mail security, be it outside the main door or at the bottom of the stairs where no lift is available.

Is this another rule left to the postperson’s discretion? Until a complaint comes in?

Isn't that covered by point 3? To gain 'safe and easy access' means I can't meanwhile leave other people's mail unsecured out in the street. Different if you can still keep an eye on the LWT from their inside door but other than that, it's not safe and easy access.

If using a trolley (which we all should be) i can confirm that you can refuse to walk up the stairs,that is what i did just a few weeks ago.I rang the buzzer for the top floor flat,a woman grumbled on speaker and i said you have a parcel here can you come down please? She just buzzed the door and hung up,there was a trade button anyway so why would i need her to buzz the door? So im stood waiting for her to come down....and waiting...carded.

Manager pulls me into office asking why he has a complaint blah blah.. tell him the safety of the mail in trolley was my priority and that i asked her to come downstairs.Fair enough he said.Thats it.

Using a trolley has its perks sometimes

I saw this woman a few days later as she had another parcel,she came down this time lol...she was out of breath from coming down the stairs god knows what she was like after walking back up them.Too many take aways by the looks

of her.

Personally I would only go up the stairs to deliver if I knew thst the customer had a great pair of jugs and a tendency to answer her door naked.
