can you be taken down the conduct code for moving a small distance in post office yard without a seat belt on ?

Yes, this is the Law not a RM Policy

If you were reversing the van, there is no requirement to wear a seat belt.

its Royal Mail policy - so yes you can be conducted

Seat belts
Seat belts must be worn at all times while driving.
Seat belts are fitted to the front seats of all cars, light vans and large
goods vehicles manufactured after October 2001, and where fitted
they must be worn.

i work in an office in Northern Ireland. A while back, maybe a year or so we had an incident where three managers where delivering to a small village about 10 miles from the DO. Instead of using two vans they where traveling in one van. Two managers in the front and one manager in the back with NO SEAT or SEAT BELT. The manager was seen climbing into the back of the van and they where reported.

They where taken down the conduct code but all three got a slap on the wrist punishment and kept their jobs unlike some of my colleagues who I have seen on this website. Wearing a seat belt is the law and all colleagues should wear one, its the hypocrisy of punishments dished out to posties compared to managers caught doing the same thing that gets to me.
