office DOM - potential willful delay ?

A bloke in our office has put in a grievance for willful delay of the mail against the DOM.

Basically, there is still an overtime ban for excess and we have casuals doing whatever we cant complete. However, the other day a guy brought back a few bags and the line manager told him there was no one to cover it. The postman then offered to do it on excess and of course was told that he couldnt as the line manager had been instructed to decline that.
So, the next day the guy comes in and the mail he brought back was still not delivered, so as he had offered to do the work on overtime the previous day feels he has a case that the DOM has willfully delayed mail.
Id love to see have seen the look on the DOMs face when he saw the grievance note.

IF it wasnt entered on the DODRA then the DOM may be in the s**t with the SOM

We have down here in Bournemouth a big problem of posties cutting off as the rounds are far to big, but just the other day a line dum went to one postie and removed all single items for posting and then told the postie that he had to deliver all of the mail. When said postie complained to the acting dum about this and said that this tantamounts to wilfull delay of the moail the reply was it is ok for line managers to do this as it is called streamlining. Has anyone else had this type of bullying yet. So as we can see they will cover for themselfs all the time no matter what it is. Oh and the postie still cut off
