Colleague was several people behind me now has jumped ahead of me on seniority list. Am told he retained his seniority despite leaving the company for a short period. Other older colleagues say BS, you leave you lose. Was there not a national policy on this?

Why did he leave - the reason matters.

I believe the last time I had to look into this, it only covers leave and not any other seniority issues e.g. pick of duty.

A Career Break, also known as a Sabbatical will freeze someone's seniority for the whole break, but it restarts again on return.

Yes, thats how we've always done it in my office when people take a career break. But we've had people rejoin after handing in their notice, that where I think annual leave is done on multiple employment with RM.

Does anyone have confirmation about retaining seniority if you return to the business after resigning within 6 months? Will open a can of worms in my DO ?
