Standing down mail to lapse
Does anyone else work in a sorting office were it is becoming normal procedure to stand down mail to make time for lapsing?

its a total contradiction in itself. lapsing is to be done if you do not have enough work to take you to your finishing time. if you are having to stand down mail to achieve lapsing then you have enough mail to take you to your finishing time in which case you do not lapse. union shouldn't be allowing it to happen anyway.

standing down mail is surely wilful delay unless there is a good enough reason. and lapsing is not a good enough reason. needs to be investigated.

Dear Colleagues,
During the recent ADR briefings the subject of ‘Streaming or Skimming’ of mail was raised by a number of reps and subsequently raised by me at the NDG. Royal Mail’s response was that they were unaware of it and it was only anecdotal, they needed firmer ‘evidence’. Therefore could reps please supply the dept via email with any instances where this has occurred or is occurring, naming the office and the manager of the office and how frequently this has occurred, and how the streaming actually occurs. In some cases the decision of what not to deliver has been left to OPGs which in itself is unacceptable. In other instances it forms part of absorption/lapsing where an OPG is taken off a delivery to allow others to absorb the delivery by only delivering the 1c and leaving everything else in the frame.
Your urgent attention and response to this request would be greatly appreciated.

AKA Streaming, Riddling etc, basically being instructed by management to either deliver certain mail streams only or not deliver as appropriate.Redcollar wrote:What does it mean to "stand down mail"?

Isn't that exactly what they want to bring in with these new proposals, only delivering first class on certain days? I thought so too. But I went to the Royal Mail site. The USO covers....
So - just based on that and my wild guess, I'm not a lawyer, don't sue me - there's some stuff that doesn't have to be delivered every day. That is, what the Royal Mail might be thinking. I'm thinking magazines and catalogs.The Postal Services Act 2011 sets out the minimum requirements the Universal Service provider must deliver. These are statutory. They can only be altered with the consent of the UK Parliament. The minimum requirements are:
At least one delivery of letters every Monday to Saturday to every address in the UK
At least one collection of letters every Monday to Saturday from every access point in the UK that is used to receive letters and postal packets for onward transmission
Postal services at an affordable, uniform tariff across the UK
A registered items service at an affordable public tariff
An insured items service at an affordable public tariff
A free-of-charge postal service to blind or partially sighted people
Free carriage of legislative petitions and addresses
Postal Packets ≤20kg
