Advice please

Hi guys few questions if possible!!!!

postie A = 30 hour contract. and signed for duty (x)
postie B = 20 hour contract. signed for float, day off every week

both been working 39 hours constantly postie A has 3 years more service.
DoM says duty (X) is part time 30 hour and stops him working the 39 hours (back to 30 hours)
how come postie B still gets his 39 hours?

1 more question please: we have been told that nobody can have increase in contracts as they have to lift the most senior guys 1st eg 37.5 hours must be lifted to 39
and so on, is this correct ?
so all 20/24/30 hour contracts have to wait 3 decades before they get lifted?

Your argument should be all overtime in the office should be shared out fairly.
