Royal Mail: AVA Joint Statement - Administration Preference Exercise (Mail Centres and Revenue Protection)
Branches will be aware that LTB 003/17 provided information in respect of how Activity Value Analysis (AVA) activity would commence, via the Joint Communication between Royal Mail and the CWU Regarding the Joint Review of Activity Value Analysis (AVA) in Processing and Admin.
This National review will consider the full range of tasks associated to each role and function to ensure that they remain relevant in light of operational and system changes and are properly aligned to each role. This activity is not yet concluded but it is likely to result in some business change.
The work of the strand groups within the AVA process is still taking place and it is expected that a meeting of the full Joint Working Group (JWG) will take place in the near future to discuss the findings of the strand.
Whilst this National review is continuing it has been jointly agreed to run a non-binding scoping Preference Exercise of all operational Administration grades (LA) employees within the Mail Centre, including those on duties which may not be affected by the AVA initiative. Attached to this LTB is the agreed Joint Statement for your reference.
This exercise is non-binding on both Royal Mail and the individual but allows both the CWU and RM to understand the preferences of employees moving forward. It is also a voluntary exercise and there should be no pressure to complete the forms if that is the choice of the individual.
It should be made clear that we do not expect any changes to take place until the results of the AVA activities are finalised and agreed by the CWU representatives on the AVA Joint Working Group. All changes will be managed in line with the MTSF Agreement.
We have already received reports that local Mail Centre Managers are trying to pre-empt the findings of the AVA JWG and are looking to fill any potential vacancies that may occur. This is extremely premature and should be resisted at local level and reported to CWU Headquarters as a matter of urgency.
Management should be contacting local reps to advise that briefings with LA’s are due to take place where preference forms will be handed out. Once the Preference Exercise has been completed it is the intention to review the data that has been received on a joint basis.
