Model day and lapsing

Daft but simple question to make sure I'm not going mad

If the traffic for a particular day is at the same level as model day then lapsing should not happen?

Model week figures shouldn't the be all and end all of deciding on absorption as they don't take into consideration other factors, such as packet count, actual call rate and time leaving the office. If you don't have time, don't do it. Simple.

We got told to stream the council tax on Saturday so it didn't impact on lapsing.

We regularly have 30 hours plus put into OT on IPS to get people out early enough to absorb 4 rounds. Go figure.

Lapsing can happen at anytime regardless of model day traffic. We had 2 guys who rang in sick last week so they lapsed 2 duties. Unfortunately most of us didn't have time to do any extra so about 90% of it was done by the managers. It is becoming a regular occurrence, and the truth is, if the managers are not prepared to do it, then they will bring new managers in that will do it. One plan for all the offices take note.

We got told we have 2 days to deliver the council tax letters... only take them where you're going on day 1, is this allowed?
