Lapsing Duties
We are at the busiest time of year and tomorrow we are having to lapse duties due to sickness, obviously this will take us into overtime, do we have to do this? Also when lapsing we have to do the lapsed duty before our own duty so if we are taking mail back it is from our own duty, is this what happens everywhere else?

On one hand, you don't have to lapse if you don't have time.
On the other, you can't refuse a reasonable request. If the manager tells you to takeout 'xxx' streets or bundles or duty, then you have to do it. It's not lapsing anymore.
Then of course, you have the whole over-running procedure talk with manager. What should I leave behind? Be firm if you don't want the overtime. Tell him you'll be working til 3:10 in order to be back at office for 3:20 and finish at 3:30 (or whatever your finish time is).

Lapsing Duties
Lapsing can only be implemented based on traffic forecast and agreed with the CWU Rep at a weekly resource meeting. During this time of the year, it is not possible to lapse any duties and the Rep should have already agreed to this. Therefore there should be no lapsing.
If the manager then wants to ask if any members of staff would like to take extra on overtime this is acceptable then it becomes a choice. There is no point taking part of another round to leave some of your own, I would ask the question are the failures been reported?

Lapsing is to work load not to sickness. Tell your dom you will leave the lapsed duty in and complete it if you have time when you get back. Don't take it out with you. Your Dom has the responsibility to clear his/her office> if you take it out it is signed off as clear even though it or something else is coming back. Leave it in and say you will do it if you can after doing your job.

Tried to lapse 3 jobs last tuesday and 1 today at our office, all due to sickness and not fully staffed.

By Christmas Eve it will be 3 walks each at the rate it is going now...

Exactly. The manager should be coming up to you and saying would you like to deliver this on overtime? The definition of Lapsing has become twisted. I'll go in after my day off and ask who did my duty. I'll be told that the floater was sick so it was lapsed. We'll get a message: Bill has called in sick so we are lapsing his duty today.

So adhoc lapsing can be utilised to cover short term absence over and above the agreed weekly resourcing plan and as a union we have to accept this then?

We have (should have) one on lapsing but somehow they get them doing 3 and still finish early

My point is as a union rep we have a "lockdown" when we agree the hours/planned lapsing ahead in the weekly resource meeting but whats the point of it if management can overide this, when a few people go sick? Surely less people in the office because of the sickness means less man hours to do the originally forecasted work, which would mean on paper this adhoc/enforced lapsing couldn't be achieved.Destiny wrote:Nothing to do with the union though, if you have time then it's RM time?

I've no problem management sending people back out if they come back early but lapsing is a mathmatical formula consisting of traffic/hours and if there isn't enough hours it shouldn't be proposed.
