Might as well get rid of it. We had a resign last year in our office. Some duties where left out as they where "Special" duties, admin, PSL, Callers office etc. Next, any duty that had not changed didn't have to be given up in the resign, the person in it "opted out" taking the duty out of the pick. This left senior men with duties they wanted to pick but couldn't because the junior person wouldn't come out of it. It always started with the person who was number one having a clear pick and then it worked its way down (we all know how its done), the most junior person was spare or had the last duty, we have all been there, we have all been that last person.
