i was under the impression that the letter we received last April urging us to accept the 'no strings' pay rise, was to allow the union extra time needed for the mammoth task of negotiating an acceptable deal for future pay and conditions. these negotiations were to take approximately ALL year, as there was shitloads to sort and iron out. yet today in the voice I read that the team only met royal mail LAST MONTH, and that was just to set the AGENDA for the talks!!. they haven't even started. pensions, extension of legal protections, shorter working week, and redesigning the pipeline. its never going to be sorted by April!...I can see another 2010 coming here. its going to take months and months and we'll get shagged up the arse again. another deal of the century on the cards. happy days :

It is a reasonable question to ask.
But many of us activists and the majority of members would rather not rush into what is coming within the plans.
Additionally the union have proven that Some of Royal Mail's plans will not work most notably getting all work on one wave and the 9-5 delivery model , bench merging has also been ruled out during the OMP trials.
Equally the heart attack which Terry Pullinger suffered in April.and the fact that Bob Gibson suffering an illness which has resulted in him being off work for some months has delayed the process.
These are not easy issues to deal with it is not a case of simple negotiations it is very detailed plans most of which are strategies and the companies beliefs.
For example If the company introduce later starts based on later acceptance for parcels than what is the companies belief of how many extra parcels would they capture ? They belief when parcels and letters are delivered together i.e. Going up the garden path once it is 75% cheaper than delivering parcels on their own. Hence why the need for later starts but not the 9-5 model they originally wanted.
However the size of parcels are growing and this part of the parcel market is also growing and this is where deliveries and collections not COLOD are being proposed.
Royal Mail also want staggered start times so the same frames can be used by different OPGs. This would help reduce frames and assist in their Delivery Office closure program.
Royal Mail also want to use the technology which now exists to understand actual start and finish times , IPS time , prep time , outdoor time , travel time and introduce performance standards and resource based on actual information from Trimble , PDA's and the new data capture software which they are investing in.
They have even suggested they want to pay only for the hours actually worked based on the information and performance standards generated by the information from these sources rather than just contracted hours. They have even stated that if someone does not want to do absorbtion than fine they will pay them less and only for the hours worked.
Royal Mail want seasonal duty sets winter and summer. They want annualised hours and they want Monday and Tuesday's to have less people on those days.
They are interested in the WIK report commissioned and in particular can they remove some of the work which is not part of the USO from Monday and Tuesday so they can significantly reduce staffing costs on those two days.
Plus they want even further efficiencies within units.
Additionally Royal Mail would like to end the legal guarantees for outsourcing and a two tier work force and Moyà would love her own uber workforce on a different pay rate doing D2D and other items which Royal Mail are being priced out of the market. If D2D goes to a different workforce than the £23 delivery supplement is also under threat.
So can see these are going to be very difficult and will bring massive change.
I have not even mentioned Mail centres , RDCs , Collections , professional drivers and VOC members.
Plus we have Pay , Pensions , SWW.

Is this true? Since when and how? We are under the impression locally that it is a done deal and an inevitable evolution of the future delivery model.

Wannabeek Royal Mail's original strategy was to move to just one wave of sequenceing which would have pushed back start times considerably but now accept that they cannot do this in all parts of the UK. Additionally they now anowledge their automation strategy to have all the inward work automised is best a 5 year strategy.
Royal Mail also anowledge that they did not have CWU support to move on block to 9-5 model. Even thou some of their hardliners wanted to do that regardless.
However whilst Royal Mail have moved their ground on the 9-5 model they still want later start times than the current UK average and they do want staggered start times where the same walks use the same frames. In a similar way as we did when there was two deliveries i.e. Fillets could be reversed etc.

As I said on another thread, it is Royal Mails strategy to race to the bottom in terms of employee terms and conditions of pay and employment. The only thing the CWU can do is delay the inevitability. Royal Mail have no alternative but to follow this strategy because if they do not they will price themselves out of the market. It is the consumer that dictates the price and unless Royal Mail have a product that is so much better than the competition they will have to remain competitive. Because this business is labour intensive, then it is the cost of that labour that will bear the brunt of the cuts. Moya Greene and her hangers on will not suffer, it is the coal face workers that will meet the costs in lower wages.
Unfortunately the UK and probably most countries are in vicious circles as far as working people are concerned. It is self destruction. Everyone wants all the best things in life at the lowest cost possible and this inevitably means companies are having to produce their goods and services at the lowest rates possible.
