Joint RM/CWU Resourcing Scoping Exercise - Christmas Operation 2016

Royal Mail and CWU continue to discuss Christmas arrangements for 2016 in order to conclude the

National Agreement, however in advance of these discussions being finalised, Royal Mail has

stated they wish to put in place a number of dedicated late shift style parcel delivery duties on a

Monday-Friday attendance pattern for a 4 week Christmas period until Friday the 23rd December.

Royal Mail’s rationale for this is to assist with the predicted growth in parcel volume, improve

scanning performance by over 5%, reduce customer complaints, enhance FTD, reduce or remove

the use of EPOD cards, reduce the reliance on hire vehicles and better align hours to workload.

In respect to Delivery Offices the plan will be the introduction of these supplementary parcel

deliveries, where locally assessed and deemed necessary taking into account local

circumstances/knowledge, vehicle utilisation and previous working arrangements at Christmas,

whilst also ensuring there is sufficient resource to cover all workload and services.

As a result both parties have agreed to undertake a scoping exercise amongst Delivery Directors

and Divisional Reps of all Units within their areas of responsibility, to jointly assess their

resourcing options and number of volunteers against each category to deliver supplementary

parcel deliveries as outlined below. In performing this scoping exercise consideration needs to be

given to other workload and arrangements associated with previous local agreed Christmas

arrangements.

 Volunteers can be sought from existing staff (Duty Holders & Reserves) across within the

Delivery unit including both FT and PT (Including the extension of PT Duty Hours)

employees.

 Less than full time employees will be offered the opportunity to perform full time hours

undertaking the later parcel delivery operation for the duration of the Christmas period.

 Scheduled Attendance, on a pre-scheduled basis and in line with the existing contractual

arrangements

 The number of volunteers from the wider DSM area including both FT and PT employees.

Both parties have agreed for joint responses to be sent to RM and CWU Headquarters by Friday

30th September in order to enable further discussions to take place nationally to conclude the Final

Christmas Agreement for 2016.

I've seen something about this on another thread, good idea if they can find people who want to be out there all night, working 14.00 to 22.00, however, our normal attendance times are later than 14.00 and a few will likely stay out late so I can't see them having vehicles for these people to drive at 14.00.

There are only a couple of these duties being introduced in our office apparently. Just as well because, as has been said, there'll be very few vans back for the start times of the late duties that have been touted in some offices.

So nowt definite as to start times and length of duty as yet then?

So the later working hours are voluntary? Just want to make sure that the part time colleagues at my place know this, as our dom has a habit of lying.

your Dom too? It's as if being unfamiliar with the concept of integrity is a prerequisite to getting the job. But that couldn't possibly be true could it?

Yeah at first the dom asked but no one wanted to so from what I heard they are going to force the pt staff to do it. But I'm not having it and I'll be making sure the pt staff know this and if they do want to do it then they need to make sure they get paid the extra allowance as well as being made temporary ft if they are also asked to over xmas. Thanks

Are the late shift hours agreed locally?
What late allowance will they receive if the Dim starts fiddling with the start and finish times so that full time hours can't be met mon-fri?

The duties are 12 till 8 at night in our DO, can't see many vans being back at that time, they will end up being sent out to do uncovered loops

The reason why some people have volunteered is that it is based on a Monday to Friday duty for 4 weeks with and providing you're scheduled to finished at 22:00 you receive a shift allowance of £44.31 per week.

Though not sure if that's London or National Rates.

The criteria Royal Mail are using to scope this is 30% office reserve level. The aim is for the work to enter into your delivery office around 11 for delivery that afternoon /evening. They are hoping to get a number of new customers to put parcels into the system for the same day delivery/next day delivery.

The CWU have only agreed to scope volunteers. it is an idea opportunity for some part timers to gain full time hour age during the 4 weeks of Christmas and to be ECR so they get the full christmas bonus.

if you work and finish at 20:00 than you will qualify for the late shift allowance which is around £23 per week.

If you finish at 2200 than you will qualify for the £44 allowance. However a number of units may choose the fact they do want people delivering past 20:00.

There is a bigger issue here , and it is that if the customers take this offer up than this service will become something Royal Mail want every week and there will be a debate about what they are willing to pay for it.

1) Dom says no temp full time & no full timers doing it.
2) Branch say no shift allowance.

I am working on a part-time contract, 6 hours a day, normal hours are 0900-1500. This week, I've been asked if I would like to work in the Callers Office during December, but from 1400-2000, instead of a postal round during my normal hours.

Would there be any entitlement to any enhanced payment for working these hours (or the latter part at least) instead of my norm, or does any shift allowance only apply to those working on the afternoon/evening Xmas parcel runs, working beyond 2000?
