Are there any definitive agreements or guidelines out there as our gaffer is insisting annual leave allocation is not his responsibility and can be passed onto anyone who wishes to be released from their duties to do it.

I used to be Union rep in our office and I used to sit down with the Dom and help him with the allocation. That way in my opinion it was fair and above board. I can't say that about it nowadays
There are national guidelines to the issuing of annual leave.

I appreciate your reply, I could understand if it was being passed on to the DOM support, I guess, but it is being picked up by a shop floor postal worker, not our unit rep. Surely it should be an issue where the main involvement and use of the way forward agreements on annual leave resourcing are between the DOM and unit rep? This just seems to be a case of passing the book to reduce their own workload. A postie is not paid a managers wage to 'manage' the holidays allocation!

allocation of leave falls back to the way forward agreement and this is still relevant, and the local unit rep and a manager from the office should be sorting this out between them.
Otherwise it could be the subject of unfairness if not dealt with correctly and fairly

Annual leave allocation is clearly defined in the Way Forward Agreement 2000 as gives the method to be adopted for overall fairness. Certain offices diversify from the Way Forward Agreement and is tailored on a local agreement based on their own operational needs and local knowledge but fairness should still be the paramount objective. Employees with children at school age should be whenever possible be accommodated in their annual leave to be aligned with school holidays for the majority of their annual leave entitlement. As far as I am concerned the allocation should come under the responsibility of the duty/bookroom and overseen by a cwu representative. In summer lapsing when their is a downturn in traffic volumes their should be an advanced warning that they can increase the numbers for leave and this should be advertised. Leaving holiday allocation to anybody who shows an interest to any Tom< Dick or Harry is not an ideal situation and can visualise taking care of my mates first comes to mind. Management are paid to manage and to ensure that their is proper staffing levels for traffic flows at all times it is their responsibility.
