Vehicle Retention

Anyone help with an issue which has cropped up recently in our office?
Our DO closed and we moved in with another DO five miles down the road.
When it came to money through MTSF etc, a team came up from London and explained the options available.
If you wanted to get to work with your own car you would receive 3 years money. Same if you wanted to go by public transport.
However, several staff took the option of vehicle retention and were told that was for duration of career.
Similarly, some staff who couldn't drive chose basic relocation money because they would be picked up in the morning by a RM van driven by a colleague.
Recently though, we are being asked to sign papers which say vehicle retention is only for 3 years also. And staff who don't drive will need to take public transport after that time.
If this is indeed the case, we'd have been as well taking the money offered originally!!
