Late attendance clarification needed

Full time OPG arrives 3 hours late, manager has covered off his duty via overtime and tells the OPG to go home. OPG offers to stay and cover 3 belated bits of overtime without payment to make up for his late attendance. The manager refuses and insists he go home and states he is stopping a days pay as well. Where in the Late Attendance agreement or guides does it state a manager can do this?

What excuse was there for being late? What attempts were made to contact OPG? Was there the possibility of covering work at nearby offices?

I deliberately start 10 - 15 minutes late almost everyday. If mangers question me, I say. "All the early starters / finishers make their own times up, why can't i?"

because officially you have a start and finish time being late everyday may well see you saying

to your job
