When I was off sick with shinsplints my Union man told me that the Dom cannot ask you to come in for a face to face until I had been off a maximum of 28 days.

According to the new agreement the Face to Face should take place "some time" the 28 days:

Day 28 review
• By this stage of the absence the employee
and manager should have met face to face,
if at all possible. Discussion should focus on
any support that can be provided to help a
return to work as early as possible. If not
completed earlier, a referral for Occupational
Health advice should normally be arranged
at this point, unless an early return to work
is anticipated.

The wording of the day 28 review is not crystal clear and is open to interpretation with the insertion of the word "By" in other words somewhere between day1 and day 28 a " face to face " meeting should have taken place.
