Question re Indoor S/A

We have two indoor S/A on Monday - Friday, one is a callers office duty and one is a mail seg duty. Both last around 3 and a half hours.
However, recently, and frequently, these duties are being sent out after 3 pm with outdoor work, ie if someone has failed to complete, or part of a duty hasn't gone out in the morning.
Staff obviously getting fed up with this, doing a 4.15 delivery of their own, showing up for a S/A duty only to be sent out again. When one refused he was threatened with being given a direct instruction then suspended.
Where should we go with this?
And we obviously don't want to just give up the S/A.

I don't do SA, but in our office if there is going to be a change of duty, then you should be told in the morning. If I was asked to go out on SA and didn't want to, I think I'd risk being suspended and go from there.

But as we know every office is different, what does your area rep say?

Spoke to him a few times over past few weeks and he's trying to get a satisfactory answer.
But so far nothing concrete.

Might need to get creative to fight this one unfortunately, on the top of your duty will say "as directed" or words to that effect so he can send you out or get you to do any other opg work and not much you can do about it as it would be a reasonable request and refusal could lead to conduct code which is what he sounds like willing to do,

so couple of questions

1 what work is not being done when you are sent out and is this work left to the next day to be completed

2 why is part of a duty not going out? is it a vacancy? etc

3 how many vacancies does your office have and what's the total opg staff numbers

Happened to me a couple of times, I said I was too fatigued to do more delivery and I would go home if they would prefer that.

Apologies for the delay in replying.
1. The two duties that get sent out are a callers office duty and a mail segregation duty.
The callers office then gets covered by the phg but he has his own work to do so queues build up and customers are inconvenienced.
The mail seg duty is just abandoned and the mail from the other offices and collections (We are a hub office) is left un-segged.
2. It's not duties not going out its folk failing to complete and bringing mail back. Or in the case of Friday an OPG has an accident on duty at very start of his walk, both S/A at 3 o'clock were sent out with 2 hours work each after having done their own 4.15 walk. In 75 degree heat.
3. We have 4 vacancies in our office currently.

Ok good there's the beginnings of a fight here

so following on

1 what happens to that unsegged mail is it left to be a segged the next day or just sent on unsegged?

3 about those vacancies how long have they been vacant, are they ft or pt and how many opg jobs are there in total in your office?
