If a manager says not to be claiming any overtime, & you bring back what you cant deliver in that time, is that classed as wilfull delay? I said I`d be about an hour & 10 minutes over my time today but I was told by my manager to only claim 30 minutes & bring back what was left. Which turned out to be about an hour & 20 minutes worth of rural mail because it was busier than I`d first thought.

No it's not wilful delay - you followed the managers instructions.

I think it's the kind of thing that could get your manager into serious trouble if that's what you mean.

Failing QofS in order to protect budgets is not acceptable, if you've offered to complete the duty and he's said no then reported the mail as a failure it would be interesting to see what his excuse would be.

That`s what I was thinking too. I was willing to complete the duty & work well over my time but told to only claim 30 minutes & bring the rest back, to me is wilfull delay on his part as he said there wasnt a budget for anymore overtime! It would be interesting to see what he said if its reported but it would be my word against his as I dont think there were any witness`s present at the time!

today at work we have been told to stream the mail if we think we are going to have to extend to complete as there is no overtime available apparently we have to take the mail out of the frame and place in tray underneath and these orders have been passed down from on up high which to my mind just stores up problems later on but I am just a postman lol

3 guys out till 6pm , told u cant claim any ot , was the poll cards fault , yeah right. Guys didnt know where they were going etc . Things are getting bad, the worst its been ever.

How does the failure reporting work? Out office rarely, if ever has any failures, but today we had a couple of shifts fail. However, upon my return to office I noticed 2 deliveries (I never went round office checking for others) whereby the entire delivery was still in frame other that a very small section (talking 20-30 minutes worth, max). Is this a sneaky way for management to say that they were only partial failures?

Yes , we have been told in the past to take out one loop plus the tracked / specials so a partial failure can be reported

Only one letter has to be delivered off that delivery and it goes down as partial failure. But if they are filling out the DODR properly the amount of mail should be entered in to that report.
