household in my office has been stopped for four weeks aprox.out on delivery yesterday a couple of young lads were delivering two letters to every door with the usual stamp(delivered by royal mail)any ideas?legal?to be honest i hate the stuff!!!!!!!!!!

Same thing happened on my walk today, definitely Royal Mail marked envelopes delivered by non uniforms.

What's going on?
