What happens is the double prepers now have to prep 2 duties d2ds
I.E I'll prep my duty seq mail d2d an flats then have to move to other prep where I sort seq mail flats then d2ds
should we be prepping 2 duties d2ds

Yes.
D2D is part of the workload, no different to any other sort of mail.
If you have been allocated the time to do it, then you can be expected to do it.

I thought that every postman had to prep his own due to that being part of his own workload
so if I prep his d2d which takes me 20mins does that mean the other postie has to take 20mins extra work

Your DOM can basically ask you to do any Royal Mail work that needs doing. You'll have a struggle arguing with him because they normally quote, "It's a reasonable request".

You should try and not worry about what's your work, and what's your partners work. Or indeed what is anyone else's work in your DO. It will just get you Wound up & Stressed Out. You don't have any control over it

You do have TOTAL Control over when you finish. Overtime is not compulsory! So if in theory your DOM wanted you to spend 4 hours throwing of Households and prepping other duties, you then spent 2 hours prepping your own..... you'd only have 1hour 10 mins left to deliver (and 40 mins of that is your Meal Relief). So just follow the Over Running Procedure!

Your DOM should start to realise that the more work he wants you do in the "Morning" the more work you are NOT going to be able to do in the "Afternoon"! What he's doing is relying on you to complete your own Delivery, going over and (If he's lucky) not claiming any overtime!

There is no simple answer as every office is different, depending on the part timers contract and the length of the delivery span.
If the postie is on a 25 hour contract over 5 days then s/he works 5 hours/day.
If the delivery span is 4 hr 30 then with 30 minute meal relief, s/he would have no indoor work allocated to them.
If the 25 hour contract was over 4 days then the would have a 6hr 15 day.
With the same delivery span and the same meal relief they would have 1hr 15 indoor time. During this time they might reasonable be expected to complete the tie down and some prep which may or may not include the D2D. Obviously if they were the driver they would need time for the vehicle checks.
If the contract was over 3 days then it is completely different. Or if the contract is 30 hours. Or the delivery span is 4 hours.
How could the other postie take 20 minutes extra work if the time is not allocated?

In our office, we're gonna have the rurals prepping town duties d2ds AND sequenced, as well as their own soon, and we did it last year as well (i think it's just over summer but not sure). And the town posties who are having that stuff prepped for them are going to be on the IPS all morning. Stupid way to do it if you ask me, but hey ho

Is the above a national agreement or 'local' stuff? I'm on a 5hr/day 25hr contract. If the walk is 4 hours approx, then who decides what constitutes 30 mins prep (given I've got 30mins break)?
Today I was on a round I'd never done before, which was prepped bar the last 40 or 50 items of mail. However packets weren't started and there were 6 door to doors to put together & throw off, plus re-directions, let alone having to get help on loop/bundling order. Needless to say this took vastly longer than 30 mins (over 90!). Surely the most a 5hr reserve should be left to do is bundle, given they've theoretically only got 30 mins to get to the first delivery?!!! Should I be telling my DOM this, or just grinning and bearing it and either cutting of or claiming O/T?

you should be informing your manager that you dont think you will be able to complete in your hours due to what you have just mentioned before you leave the office. If you want to stay out and do OT then that will likely be agreed, if you want to finish at your scheduled time then tell the manager you and get him to do some managing. If you have only 30 minutes per day allocated for indoor work then really you shouldnt be doing any more than as you say bagging up and loading up and getting to 1st delivery point anymore than this will take longer than 30 minutes for a typical 4 hour duty.

Part timers in my office, including me, do not touch door to doors (other than to push it through the letterbox!)

We are on 30 hrs.

Go in, sort packets, do redirections, bundle up, have a break (if you want) and load van.

In our office none of the 'town' duties full or part time prep their d2d's or walk sequenced trays. This is done by full time 'rural' duties. It's a massive bonus as you don't get the sore arm framing up your top row

It is a reasonable request if someone gets asked to do something like the above, but the same 'reasonable request' isn't made across the board from time to time
