What exactly do you mean no national agreement to lapse?

you need to explain that a bit, as there are national agreements that allow it

If it's anything like my office most moan about taking it as they are already going over on thier own duty but still take it to go over even more not realising that as long as they take it it will keep happening.as a manager once said to me "we know the time isn't there for it but we know most will still take it".for me it's simple if I have time to take any lapsing in my own duty I've no problem if I wanted overtime I'd take it but for any other reason you have to be mental. It's not like we get any favours in return for doing it.so if you do your job properly and follow all correct delivery methods and procedures and have time to lapse then you can if not then don't

Whats just as bad is people coming in 1 hour early and then cutting off
Why come in early when you can start at your proper start time and cut off 2 more loops

The national agreement allows lapsing all year round, I would suggest reading the pay and mod agreement, there are two types of lapsing

1 summer staffing to allow extra leave in summer months

2 covering for each other, allows lapsing all year round to cover absence and vacancies etc

I always thought that lapsing was only meant to fill your duty time, not extend it past your finish time.

this is of course, if its not going to cause you overtime. then you don't do it. the sole purpose of lapsing is, if you don't have enough work to take you to your finishing time then lapsing can be put in place to take you up to your time. NOT over it.

Wrongly,it is a given within RM that you will ALWAYS have time to lapse & if you feel you will not have the time you have to hunt the manager down & go through the usual bollox of explaining why!

This culture is wrong.

Lapsing is extra ON TOP of your designated duty,it should be presumed that you WILL NOT have the time to take it,but,after bagging up,if you feel that you will have the appropriate time necessary it should be YOUR PEROGATIVE to approach your line manager & tell him so.

Lapsing has become another stick to beat us with & if you cannot take it the air of menace hangs in the air.

Lapsing is suposed to be to Workload not the time of year.

If everyone in the section stuck to their guns and left a full loop or possibly 2 loops of mail and worked to their finish times, then it is almost guaranteed that the lapsing would stop in a heartbeat. Managers would get fed up of pounding the streets in the late afternoons (we know the old guard don't see it in their job description); and the Royal Mail would get fed up of mistakes being made by untrained agency workers (even though its not really their fault).


I know us posties aren't trained diplomats but surely we do possess the skills to know that if the work we do is going to take us over our time and we wish not to work it then we follow the procedure in notifying the manager asap on this and ask them if they could take some of the work off us. I am quite honest and fair in my approach as they know I need to pick kids up from school and my partner works. I try to be flexible but they come first before the job. Any manager who tries to be difficult or attempts to find ways in order to get you to take any extra work against your will is not a manager - its a bully and needs to be dealt with as such with senior reps and the bullying and harassment procedure.
On the face of it, shareholder value is the dumbest idea in the world.

Most Posties in my DO have Finally Woken up to the idea that IF they can't complete within their Duty Time they DO NOT have to take lapsing. After they've been doing it for years. :crazy:

A few have even made a stand because the Amount of Lapsing is unfair, some Single Duties take 60 Delivery Points , others have 40 Delivery points between a Van share! They've said they won't take lapsing until it's sorted! :thumbup

It's now got to the point that a Planner is being brought in to Sort Out the Lapsing. Although we can't get him to sort out all the Duties that have problems, and we believe should be Re-Tested! :arrrghhh
