How long can a DOM block a transfer for?

Hi,

Sorry if this has been covered elsewhere, but I've not found the specific answer to my question.

Our office has a number of vacancies unfilled at the moment, we also have a few people who want to transfer out of the office (and have been told by DOMs at other offices that they are wanted)...

How long can our DOM hold these wantaway posties at our office because of a staff shortage?

I seem to have the figure of 28 days in my head, but am not sure where I got it from and whether it is written in an agreement somewhere.

Perhaps there is a Bosman ruling for postal staff that someone knows about...

If they have done it through the official process then as far as I can see there is no way that a manager can stop it.

When an offer is made it should normally be accepted or declined within 48 hours. The
employee is responsible for ensuring they would be able to start at the new location
within 28 days of the transfer being offered

has the office they want to go to advertised the vacancies online and have the posties in question applied online and got the vacancies?

If not then it's all unofficial at they don't have much of leg to stand on, if they have they should contact hr asap

Yeah, I think it all hinges on whether it has been done officially - through the online application process. Whether it has or not, I'm not sure, but I'll find out and suggest that is the way to ensure a transfer goes through.

Lad at ours was blocked for nearly 2 years, told countless times was happening then "we have few staffing problems" other office kept the place for him though.

I myself am waiting on a transfer, put the request in last June 2015. Was told by DOM and Line Manager "yeah no probs it will be sorted straight away."

The office I want to transfer to is 15 minutes walk away instead of the 24 mile round trip and 3hr bus trips everyday I endure. I was told that there is a 3 way transfer supposed to be happening.

Today I am still waiting, funny thing is I am now working at the delivery office I want to transfer and have been for the last 17 weeks and have had no contact with PARENT office whatsoever. There are numerous vacancies available at the office I am at now too, what is the best way to resolve this matter?

Seems that often this official way is not followed and doms just verbally agree to a transfer. Then the dom at the office you want to transfer out of is under no obligation to let you go...
